If you have skills in multiple areas, why wouldn't you be allowed to apply for multiple jobs?The Applebees employment application only lets you apply for ONE position.......?
Check the one position that best suits your knowledge and make sure you mention your other qualities in your interview.
Applebee's has the right to establish their own hiring practices provided those hiring practices do not discriminate. Limiting an application to only one position is not considered discriminatory.

As a private employer, they are ALLOWED to do what they want in that regard. Whom do you propose regulate how they do their applications? If you don't like it, open your own restaurant and make your own rules. Just be sure to ask the government for permission to breathe.
Because that is what the employer is asking you to do.
If you are unhappy with it, take your skills to a competitor.

Most applications have an area that you can write in other skills.
You just signed a contract for 400 million dollars, why do you need a job at Applebees.
So fill out additional applications. I doubt they would have a problem with that. Their HR policies were not put in place to make sure you were happy.
