Do you need a resume if you're applying to a restaurant and have no experience?

I'm a teenager and was thinking of applying to some restaurants down the street (Stonefire, Applebees, Marie Callendar's, Islands, and Black Angus) as a host or busser. Also I have read that after you fill out the application you should ask to speak to the manager, what are you supposed to say?Do you need a resume if you're applying to a restaurant and have no experience?
Since you have no work experience, you cannot have a resume ( it would be completely blank !! ). You can fill out the apps, then if you don't hear back from the potential employer within 5 business days, call or email the manager.........the app should be given to the manager, and filled out at the place of business - NEVER take an app home to fill out; that is a sign that you are not serious about getting the opening
